Established by Decree No. 2021-454 of 8 September 2021 on the organisation of the Ministry of Economy, Finance and Budget, the DGF's mandates are structured around the following pillars:
- Formulate the national public debt policy and debt management strategy
- Conduct public debt sustainability analyses
- Negotiate the financial and legal terms of domestic and external loans as well as grants
- Issue bonds on the regional capital market or international capital markets, directly or through specialised financial institutions
- Coordinate treasury policy and management
- Manage public debt and grants awarded to the State
- Process on-lending and State guarantee requests for the State or its entities
- Review public-private partnership financing files and oversee related projects
- Undertake studies on public debt
- Produce statistics, briefing notes, and reports on public debt
