On 29 May 2025, the Republic of Côte d’Ivoire signed a framework agreement with the Japan Bank for International Cooperation (JBIC), a Japanese public development bank, for the financing of projects with a strong environmental focus. The agreement provides for financing of up to EUR 150 million, including EUR 90 million directly provided by JBIC under its GREEN programme.
The signing ceremony took place on the sidelines of the 2025 Annual Meetings of the African Development Bank (AfDB) in Abidjan, in the presence of the Minister of Finance, Mr. Adama Coulibaly, and the Governor of JBIC, Mr. Nobumitsu Hayashi.
The signing of this agreement reflects Côte d’Ivoire’s commitment to promoting a green economy and encouraging investment in environmentally sustainable projects, while further strengthening economic cooperation ties with Japan.
This commitment represents an important milestone in the implementation of Côte d’Ivoire’s sustainable development ambitions and efforts to combat climate change. The country has set a target of reducing its greenhouse gas emissions by 30.41% by 2030, in line with its Nationally Determined Contributions under the Paris Agreement.
By contributing to the diversification of the country’s financing sources, this agreement also opens the way for new investment opportunities for Japanese companies and is expected to strengthen Côte d’Ivoire’s access to Japanese capital markets.
