Côte d'Ivoire, a regional model in debt management: the DGF welcomes several African delegations seeking to draw on its experience.

In May 2025, the Directorate General of Financing (DGF), responsible for managing the debt and treasury of the State of Côte d'Ivoire, welcomed several delegations from African countries wishing to draw on Ivorian expertise in public debt management.

Mr. Diaby Lanciné, Director General of the DGF, held discussions with delegations from Congo Brazzaville, the Democratic Republic of Congo (on May 28, 2025), and the Republic of Guinea (on May 30, 2025) on several key aspects of debt management. The discussions covered the successive reforms that led to the creation of the DGF, the institutional organization into front-middle-back office, and the legal framework structured around the National Public Debt Committee (CNDP). The delegations also commended Côte d'Ivoire's performance on financial markets in recent years. They expressed strong interest in the mechanisms put in place by the DGF to optimize resource mobilization, risk control, and proactive management of the debt portfolio.

Congo Brazzaville was represented by Mr. Marie Ghislain Yebas Mandelo, Director General of the Caisse Congolaise d'Amortissement. The DRC was represented by Mr. Calvin Kabamba, Advisor to the Minister of Finance in charge of Projects and Programs. The Guinean delegation was led by Ms. Condé Mata Keïta, National Director of Debt and Official Development Assistance.

Prior to this, a mission from Djibouti stayed in Abidjan from May 7 to 13, 2025. It was composed of Mr. Mahamoud Ali Ahmed, an official at the debt office, and Mr. Mahamoud Omar Aboubaker, deputy director of debt strategy and management. This mission led to in-depth discussions with the DGF's technical teams, covering in particular the methodological aspects of the Medium-Term Debt Management Strategy (MTDS), the debt sustainability analysis (DSA), as well as the main operational tools such as the SYGADE information system dedicated to debt monitoring.

These various visits reflect the recognition of the Ivorian model of debt governance and position the DGF as a regional center of excellence, committed to technical cooperation and capacity building among African administrations.

Other African countries have already expressed their intention to visit Abidjan soon to benefit from this expertise, thus confirming the DGF's regional influence. This is notably the case for the Democratic Republic of Congo, which is considering organizing a familiarization mission across the DGF's various departments.
