Successful examination passage for the Minister of Finance and Budget, Adama Coulibaly, before the members of the Economic and Financial Affairs Committee (CAEF) of the National Assembly, on Wednesday, November 8, 2023.
Like the other members of the Government, Minister Adama Coulibaly presented the 2024 draft budget of his ministerial department, amounting to CFAF 443.936 billion, as well as that of the Ministry of Economy, Planning and Development, amounting to CFAF 26.841 billion, whose minister was on mission outside the country. These respective budgets were unanimously adopted by the members of the CAEF present.
In his explanatory statement, the Minister indicated that his ministry’s allocation covers eight programs, including Public Administration, Treasury and Public Accounting Resources, Customs, Taxes, Budget, Public Procurement, and Financing Management.
2024 Reform Agenda
The main priorities for 2024 in connection with the PND, the Government’s representative continued, relate in particular to the modernization and management method of the Public Treasury, the continuation of the reform of the public banking portfolio, the increase in private savings mobilization, as well as the broadening of the tax base. This program, he mentioned, will make it possible to implement these priority reforms.
Furthermore, during discussions with the honorable members, the Minister clearly emphasized that the subsidies allocated to political parties had been paid. “To date, the payments have been made. All beneficiaries of this subsidy have been paid. The last payment was made just before the local elections,” he reassured.
Regarding transfers to local authorities, the Government’s representative stated that the transfers are made through the decentralization heading within the ministry responsible for local authorities. He further specified that the local authorities involved in managing resource allocations determine the quotas.
On the issue of State suppliers, the Minister Finance and Budget recalled that small suppliers represent 97% of State suppliers. These are suppliers whose invoices range from CFAF 0 to CFAF 100 million.
“The 30-day deadline set for the payment of invoices below CFAF 30 million is effectively respected. For invoices between CFAF 30 million and CFAF 60 million, the payment deadline is 60 days. The 90-day deadline applies to invoices above CFAF 100 million,” he explained.
2022 Performance Review
In his opening remarks, the Minister of Finance and Budget reviewed the 2022 performance linked to the various indicators.
According to him, the Operational Action Plan recorded an implementation rate of 100%, compared with a forecast of 95%. The mobilization rate of public resources assigned to the Public Treasury stood at 116%, revenues at 101%, and domestic revenues at 112%, compared with a forecast of 100%.
“Program implementation rates were as follows: General Administration, 102.2%; Treasury and Public Accounting, 99.9%; Budget, 100%; Taxes, 100%; Customs, 98.8%; and Public Procurement, 99.6%,” he stated with satisfaction.
2024 Budget of the Ministry of Economy, Planning and Development
The Minister in charge of Finance and Budget also presented the 2024 budget of this ministerial department, amounting to CFAF 26.841 billion.
In his presentation, the Minister noted that this budget focuses on five priority areas. These include general administration, macroeconomic management, forecasting, and spatial planning.
In addition to these two budgets, the parliamentarians also gave their approval to the Minister of State Assets, State Portfolio and Public Enterprises, Moussa Sanogo, for his ministry’s 2024 budget.
Opened on Monday, November 7, 2023, at the hemicycle, the debates on the Finance Bill relating to Côte d’Ivoire’s 2024 draft budget will end next Friday, November 10.
