Yamoussoukro / Supplementary Finance Act Amending the 2023 State Budget

Following approval by the National Assembly, the Senate also granted its approval to the Government regarding the supplementary State budget for the 2023 fiscal year.

In presenting the rationale behind the revised budget, Minister Adama Coulibaly highlighted the continuation of measures aimed at mitigating the effects of the crises resulting from the COVID-19 pandemic and the war in Ukraine.

He emphasized several key factors that justified the adoption of this supplementary finance law, including the incorporation of resources expected from the International Monetary Fund (IMF) under the new economic and financial program; the inclusion of anticipated budget support from the World Bank and the French Development Agency (AFD); and the increase in public debt servicing costs resulting from the mobilization of external financing and the continuation of the country’s active debt management strategy.

The presentation of a supplementary finance law is a mandatory exercise for the Government whenever significant changes affect the budgetary and financial balance established under the initial finance law.
